Policy:
General Rules
All individuals who are granted access to the Student Activity Center (SAC) are responsible for understanding and abiding by the Student Activity Center facility use policy and off-hours access policy.
Off-hours access is granted to individuals to work within their respective offices. Individuals only have access to their offices, and not to any other parts of the SAC, including: the computer lab, the vending area, other student organization offices, and the SAC conference rooms. Access to the vending area is prohibited to prevent people from loitering in the SAC hallways when they are dark and potentially unsafe. Individuals found roaming the halls of the SAC or found in other offices will be subject to disciplinary action. Disciplinary action may include termination of off-hours access privileges.
Individuals are also responsible for ensuring that they do not inadvertently allow an unauthorized individual into the Student Activity Center. If an individual sees an unauthorized individual in the building while it is closed, they shall report it to the UWPD at 608-264-2677.
Individuals shall respect SAC staff or UW staff who may question their presence in the building. Reports of disrespect may cause termination of off-hours privileges.
UWPD may ask any individual to leave the building. Individuals shall respect this request, and may contact the SACGB chair after the incident with questions or if they feel this request was unreasonable.
Before being granted off-hours access to their respective office, all individuals, must earn a score of one hundred percent on the off-hours access quiz. Individuals may take this quiz as many times as necessary to achieve the required score.
If an individual who has off-hours key access into the building loses their ID, the individual shall report this to the SAC Floor Manager and the SACGB Chair so that the SAC floor manager and the SACGB chair may de-activate the individual’s access.
Off-hours access will be granted, at most, until the end of the academic year. Individuals may re-apply at the end of this term.
The SAC floor manager may suspend off-hour privileges if a violation occurs. The SAC floor manager will then consult with the appropriate disciplinary body.
Registered Student Organizations
Any individual in a Registered Student Organization (RSO) which has been allocated space in the SAC may request off-hours access.
The individual requesting access must fill out the RSO off-hours access form and return it to the SACGB chair. The chair shall then set up a time for the individual to come before the SACGB.
Off-hours access may be granted for:
Picking up or dropping off materials when the building is closed.
Working with people who are residing in other time zones.
Working under strict, short deadlines; preparation for a specific event.
Off-hours access may be granted for other reasons by a two-thirds vote by the SACGB.
When considering off-hours requests, the SACGB may look more favorably upon requests for after-hours access than requests for off-hours key access. Off-hours key access shall be granted in circumstances where the individual can demonstrate that their work cannot be completed without the ability to enter and exit the building when closed.
In addition, the SACGB may look more favorably upon requests for off-hours requests for specific dates.
The SACGB shall have the following options for granting off-hours access:
After-hours access
Limited off-hours key access
Off-hours key access
Guests are not allowed in the Student Activity Center when the building is closed.
The Student Activity Center desk staff shall check the identification of every individual who is staying in the building when it is closed to verify that they have been granted off-hours access. Individuals shall sign their name to say that they are staying in the building.
If an individual violates any term of the off-hours agreement, they shall lose all off-hours access privileges. The member may request for their off-hours privileges to be reinstated via a hearing in front of the SACGB. This request needs a two-thirds vote to be approved.
Permanent Tenant Access Policies
StudentPrint
StudentPrint may determine which of their team members need off-hours access. When names are added or deleted from the off-hours access list, the StudentPrint management shall contact the SAC floor manager.
StudentPrint Team Members who have been granted off-hours key access to the StudentPrint office within the Student Activity Center may bring in a reasonable number of personal guests, not to exceed three, when they enter the office after SAC hours of operation. The motivation behind this exception is safety to the team members as they move around Madison and the SAC space to and from the StudentPrint office. In addition, StudentPrint Team Members may bring in a reasonable number of business-related guests. They will accompany the guests whenever in SAC space. StudentPrint Team Members will be fully responsible for the actions of their guests while they are in the SAC space.
If a StudentPrint Team Member is found to have violated the off-hours policy, the SACGB will inform the StudentPrint management. The StudentPrint management will then have the ability to discipline the team member in the manner they see fit. The SACGB retains the right to levy additional penalties against the team member if it determines the infraction was not properly addressed.
WSUM
WSUM shall have the ability to determine which of the organization’s members need off-hours access. The SAC floor manager shall have the appropriate permissions to view the WSUM access list.
WSUM members who have been granted off-hours key access to the WSUM office within the Student Activity Center may bring in a reasonable number of business-related guests. They will accompany the guests whenever in SAC space, and will be responsible for the actions of their guests while they are in the SAC.
WSUM members shall not bring personal guests into the Student Activity Center when the building is closed. A WSUM member who has off-hours key access may bring two guests with them if they are picking up or dropping off materials after the building has closed. This guest may not stay in the building for a long time. The motivation behind this exception is to allow for safety to the WSUM members as they move around Madison and the SAC space.
If a WSUM member is found to have violated the off-hours policy, the SACGB shall inform the WSUM management. The WSUM management may discipline the team member in the manner it sees fit. The SACGB retains the right of disciplinary action.
Associated Students of Madison
Off-hours key access to the Student Activity Center shall be granted to the following ASM officials: the Chair, Vice Chair, and Secretary of Student Council; Outreach Director; the Chair, Vice Chair, and Secretary of the Student Services Finance Committee; the Chief Justice and Vice Chief Justice of the Student Judiciary; the Press Office Director and Assistant Press Office Directors; the Shared Governance Chair, Equity and Inclusion Chair, Nominations Board Chair, Legislative Affairs Chair, Grant Allocation Chair, Sustainability Chair and Student Activity Center Governing Board Chair and Vice Chair.
Student Council representatives, SSFC representatives, Student Judiciary justices, ASM interns, shared governance appointments, and Nominations Board appointments can be granted after-hours access; thus, they will be allowed to remain in the ASM office after hours if they are already in the building. They will not automatically be granted off-hours key access to the building. They may also be escorted into the office by an ASM member with off-hours key access; this member will then be responsible for their guests’ actions in the building.
If a representative of the ASM who does not have off-hours key access into SAC feels that it is necessary to complete their job, they may request access. The individual will need to fill out the ASM off-hours key access request form and send it to the SACGB chair. The SACGB chair will then determine whether or not to grant off-hours key access to the individual after consulting with the SAC floor manager. If the ASM representative feels that they were unjustly denied access, they may appeal the decision to the SACGB. The SACGB retains the final right to grant or deny any of these requests.
Guests are not allowed in the Student Activity Center or the ASM office after hours except for the following reasons:
A student representative who has off-hours key access may bring two guests with them if they are picking up or dropping off materials after the building has closed. These guests may not stay in the building for a long time. The motivation behind this exception is to allow for increased safety to the ASM representatives as they move around Madison and the SAC space. ASM representatives will be fully responsible for the actions of their guests while they are in the SAC space.
If a member of the ASM violates one of the terms of the off-hours agreement, the member shall lose all off-hours access privileges. The member may request for their off-hours privileges to be reinstated via a hearing in front of the SACGB. This request would require a two-thirds vote to be approved.
ASM staff and SAC staff
The SAC floor manager shall have the ability to determine which of the SAC staff members need off-hours access. The ASM director shall have the ability to determine which of the ASM staff need off-access hours.
SAC staff shall be granted unlimited off-hours access to the entire SAC for the purposes of completing the duties of their jobs, including cleaning, opening, and closing the SAC, which necessitate their presence in the building before and after business hours.
Off-duty SAC staff shall have access to the front desk area, the mailroom, back office, and break room.
ASM staff shall be granted unlimited off-hours access to the ASM office and ASM storage for the purpose of completing the duties of their job.
Guests are not allowed in the Student Activity Center after the building has closed. An ASM or SAC staff member who has off-hours key access may bring two guests with them if they are picking up or dropping off materials after hours. These guests may not stay in the building for a long time. The motivation behind this exception is to allow for safety to staff as they move around Madison and the SAC space. The ASM or SAC staff will be fully responsible for the actions of their guests while they are in the SAC space.
If an ASM or SAC staff member is found to have violated the off-hours policy, the SACGB will inform the SAC floor manager. The SACGB retains the right to levy additional penalties if it determines the infraction was not properly addressed.
