University Policy

Rationale/​Purpose:

To ensure that UW–Madison protocols and compliance documents are accessible to university officials and employees, regulatory and granting agencies, and accreditation bodies with responsibilities pertaining to research activities while also protecting the safety and security interests of animals used in research and teaching and ensuring the confidentiality of trade secrets, personnel records, and student records, this policy defines the individuals with authority to grant access to institutional animal program documents. 

Policy:
  1. Access to protocols in the Application Review for Research Oversight at Wisconsin (ARROW) and other compliance documents in ARROW or at the Research Animal Resources and Compliance (RARC) is given to the institutional official, the director of the Office of Research Compliance, the assistant director of RARC, and their designee(s).
  2. Assisted access is given by the director of the Office of Research Compliance or their designee to other UW officials and employees with responsibilities pertaining to research activities, as well as representatives of state and federal regulatory and granting agencies and accreditation bodies.
  3. Access is limited as described above, as these documents may contain trade secret and student information subject to non-disclosure obligations, certain employee personnel records, as well as confidential information relating to research materials, facilities, and personnel.
  4. These records must be reviewed by the Office of Legal Affairs, and redacted as appropriate, prior to public release.
