University Policy

Rationale/​Purpose:

To support campus safety, UW-Madison offers harm reduction resources including naloxone. This policy specifies the availability, placement, and maintenance of publicly accessible intranasal naloxone boxes managed by UW-Madison

Definitions:
Intranasal Naloxone
A medication that rapidly reverses an opioid overdose by attaching to opioid receptors and reversing and blocking the effects of other opioids
Naloxone Box
A container available to the public at UW-Madison locations that includes a naloxone kit, a CPR breathing barrier mask, instruction tear-off pad, and 211 Wisconsin helpline business cards.
Naloxone Kit
Two, 4 mg doses of intranasal naloxone.
Naloxone Box Site Coordinator
An employee of a work unit in the hosting facility of each university managed naloxone box.
Scope:

This policy applies to all naloxone boxes managed by UW-Madison.

Policy:

  1. Availability

    1. The items within each naloxone box are free and available at multiple campus locations.
      1. Boxes located in university residence halls are available to UW-Madison students with keycard access to these buildings.
      2. Boxes located in other campus buildings are accessible during open hours.
    2. Naloxone kits are available for both emergency use and for carrying in case of emergency.

  2. Authority for Naloxone Boxes

    1. Environment, Health and Safety (EH&S) Fire & Life Safety and University Health Service (UHS) Prevention Offices are responsible for selecting locations for naloxone boxes at UW-Madison which are co-located near Automated External Defibrillators as defined in UW-6064 Public Access Automated External Defibrillators (AEDs).
    2. Units are prohibited from installing, moving, and/or removing naloxone boxes without consulting EH&S.
    3. Prior to installation the work unit in the hosting facility must identify an individual to serve as the naloxone box site coordinator.
      1. Individuals serving in this role must be a university employee as defined in UW-5000 Employment Categories.
      2. Student employees are not permitted to serve as a naloxone box site coordinator. 

  3. Maintenance and Inspection

    1. EH&S Fire & Life Safety Office maintains all naloxone boxes at campus locations with supplies provided by Wisconsin Voices for Recovery, and is responsible for ensuring:
      1. Each box is restocked as necessary following sensor activation.
      2. Expired intranasal naloxone spray is replaced, as needed.
      3. Each box is in good working order, and that inoperable or damaged boxes are repaired promptly.
    2. Responsibilities of the naloxone box site coordinator include the following:
      1. Personally inspect the naloxone box at least once per week to ensure it contains both a naloxone kit and a clearly visible instruction tear-off pad. If either the naloxone kit or the tear-off pad is missing, altered, or empty, it will need to be replaced.
      2. Designate at least one staff member associated with each naloxone box site to be trained in intranasal naloxone administration.
      3. Serve as resource to other staff on site about training opportunities and UHS’ resource page.
      4. Notify EH&S Fire & Life Safety at firelife@fpm.wisc.edu if contents of the box are taken, damaged, or vandalized; or if the box is malfunctioning or inoperable.
    3. If the naloxone box site coordinator leaves their position, a new box site coordinator must be identified by the work unit. EH&S must be notified of the new box site coordinator and their contact information.

  4. Reporting

    1. While not required, a report on the use of naloxone kits can contribute to program improvement and documentation of the value of the campus naloxone boxes.
    2. Naloxone kits that are used during an emergency can be reported to EH&S Fire & Safety at firelife@fpm.wisc.edu with the following information.
      1. Box location.
      2. Date and time of use.
      3. Name of individual who administered naloxone and affiliation with university, if applicable and willing to share.
      4. Brief description of circumstances of use.
