University Policy

Rationale/​Purpose:

Parking and use of mopeds on campus is regulated to improve safety and reduce conflicts with pedestrian, moped, and other vehicle traffic. 

Definitions:
Mopeds
Motorized vehicles with two wheels tandem, an electric motor or gasoline engine with a combustion chamber of 50 cubic centimeters or less and a Department of Transportation (DOT) issued moped plate. .
Operator
A person who drives or is in physical control of a moped.
Registered owner
The person to whom the moped is registered as owner through the DOT.
Residential moped parking lots
Parking in Moped lots 603, 604, 605, 610, 615, 660, and 664 are restricted to residential students.
Scope:

Faculty, staff, students, visitors, and employees of affiliated agencies. 

Policy:
  1. All mopeds must be operated in accordance with local, state, federal, and University of Wisconsin–Madison policies and regulations.
  2. Permits:
    1. Moped permits are available only to faculty, staff, and students with a valid UW Wiscard/UW Health/UW affiliate ID.
    2. Permit sales for designated moped parking lots assigned to and located next to residence halls will be restricted to residents holding valid UW Housing contracts and living in the adjacent residence hall. Persons holding UW Housing contracts will not be able to select moped lots other than the single lot assigned to and located next to their address.
    3. One parking permit is issued per moped assignment.
    4. Individuals may only possess one moped permit.
    5. Moped parking permits may not be transferred or sold.
    6. Refunds will not be issued for lost/stolen moped parking permits. A replacement permit may be purchased at the pro-rated replacement cost.
    7. The permit holder is responsible for returning their permit, along with the cancellation form, to notify UW-Madison Transportation Services when employment is terminated or the annual parking assignment is no longer needed. The permit holder will be charged for each day the permit is assigned to them. Refunds or payroll deduction cancellations will not be processed until the permit is returned to UW-Madison Transportation Services.
  3. Permitted Locations and Usage: 
    1. A moped permit is only valid in the designated moped lot or in lots signed as “all access”. If the designated moped lot is full, notify UW-Madison Transportation Services and park in the nearest “all access” moped lot.
    2. Moped parking permits must be visible from the front of the vehicle. Failure to properly affix the permit may result in a citation.
    3. If the permit holder has an annual base lot permit displayed on a moped in a visible and secure manner, the moped may park in a permit stall in their assigned lot.
    4. Mopeds must be registered to the current owner and display a valid license plate to park on campus. 
    5. The moped’s VIN must be fully visible at all times while parked in a stall. 
    6. Moped parking is allowed in timed parking stalls (pay-by-phone) that are not located in gated facilities and ramps. The vehicle must be in paid status during the lot’s hours of control. Only one moped allowed per timed parking stall.
  4. Prohibited Locations and Usage:
    1. Mopeds are prohibited in the gated section of visitor garages and ramps. Moped users should not try to pull a ticket to enter a gated lot.
    2. Mopeds may not park at or near bicycle racks or bicycle parking areas on Campus.
    3. Mopeds may not be parked or locked to utility poles, trees, bollards, railings, signposts, or fences. Improperly parked or abandoned mopeds are subject to citing, towing, or impounding by designated authorities.
    4. Moped permits are not valid in restricted areas, such as: fire lanes, reserved stalls, disabled stalls, disabled stall access aisles, loading zones, construction areas, sidewalks, driveways, and grass areas. 
    5. Mopeds may not be driven on a sidewalk, pedestrian walkway, pedestrian mall, service drive, or wheelchair ramp unless the area is specifically designated for use by motorized vehicles by signs or pavement markings. Mopeds with an electric motor or gasoline engine may not be operated or parked on a bicycle path or lane.
    6. Mopeds may not be taken into or parked in buildings.
    7. Moped may not be parked on the upper floor of Lot 6 (Helen C. White Ramp), including in motorcycle stalls or timed parking stalls.
  5. Following a snow event: if a moped lot has yet to be cleared/plowed, permit holders may park on top of the snow or relocate to the nearest “all access” lot. 
  6. Restrictions
    1. Mopeds cannot be stored (parked for more than 72 hours) without authorization from UW-Madison Transportation Services except at moped parking areas assigned to and located next to University Residence Halls. Unauthorized vehicles may be subject to citation and tow at the owner’s expense.
    2. Residential moped lots (as defined above) are controlled from 7:00 a.m. to 11:00 p.m.
    3. UW-Madison Transportation Services has the right to reserve lots/ramps for event parking on campus. Parking may be sold in advance or at the lot entrance on a first-come basis. Lots restricted for an event will be posted at the lot entrances and have lot restrictions emailed to permit holders who will be affected by an event.
    4. Oversized mopeds that cannot fit in a single moped stall must purchase two moped permits.
