Rationale/​Purpose:

This policy establishes standards for tuition remission benefits for pre-doctoral fellowships administered through the university.

Definitions:
Advanced Opportunity fellow
A title used for a student holding a fellowship in a graduate or advanced professional school program who receives support through equal opportunity funding provided by the state of Wisconsin under the Advanced Opportunity Program (AOP).
External fellowship
A financial award to support a student in the pursuit of research or study provided by an organization outside of UW-Madison, typically with specific conditions for use and reporting requirements.
Fellow
A title used for a graduate student holding a fellowship.
Fellowship
A financial award to support a student in the pursuit of advanced research or studies in a specific field without associated teaching or research responsibilities that come with teaching or research assistantship positions. It may include payments to students for training and support related to projects pursued outside the normal curriculum. These payments are often monthly recurring payments, processed through payroll and treated the same as scholarships by the Internal Revenue Service (IRS). Taxes will not be withheld from these stipends. Except in rare cases, appointees will be required to pay taxes on the amount of stipend that exceeds the cost of tuition, fees, books, supplies and equipment. Appointees may be required to pay estimated taxes on a quarterly basis.
Internal fellowship
A financial award to support a student in the pursuit of research or study funded by UW-Madison gift funds and university allocations. The terms and conditions for internal fellowships are set by the donor and UW-Madison.
Tuition remission
A benefit where a portion or all tuition charges (but not segregated fees) are waived for an eligible graduate student holding a research assistant, teaching assistant, program/project assistant, or fellow appointment.
Scope:

Pre-doctoral fellows in academic programs under the purview of the Graduate School and those who administer fellowships.

Policy:

  1. Individual Internal Fellowships

    1. Graduate students with internal fellowships and stipends equal to or greater than a 33.3% research assistant appointment will be granted remission of the non-resident portion of tuition.
    2. These graduate students must be appointed as Fellows (Job Code: SA002) or if appropriate, Advanced Opportunity Fellows (Job Code: SA001) in the human resource system.

  2. Individual External Fellowships (Excluding National Institutes of Health National Research Service Award Fellowships)

    1. Graduate students with external fellowships and stipends equal to or greater than a 33.3% research assistant appointment will be granted remission of the non-resident portion of tuition.
    2. These graduate students must be appointed as Fellows (Job Code: SA002) in the human resource system.
    3. The fellowship must be administered through the university for students to be eligible for the non-resident tuition remission.
    4. In accordance with UW-1240 External Agency Fellowship Supplementation, some external fellowships may be supplemented by the Graduate School.
