University Policy

Rationale/​Purpose:

UW-Madison Transportation Services encourages students, faculty, and staff to travel to, from, and on campus by some form of alternative transportation—including bicycles—to reduce traffic congestion, limit the need for automobile parking, and preserve the environment. It is an objective of UW-Madison Transportation Services to provide adequate and convenient bicycle parking with minimal impacts on campus landscape and the maintenance of campus facilities while promoting safety for all users. 

Definitions:
Abandoned bicycles or other allowable devices
Bicycles, components (parts), or other allowable devices attached to or parked at the same bicycle rack or bicycle parking area for more than three days (72 hours), except at bicycle racks assigned to and located near University residence halls between fall move-in and spring move-out.
Bicycle, Electric Bicycle, Motor Bicycle, Electric Scooter (E-Scooter), Electric Personal Assistive Mobility Device (EPAMD), Moped, Motorcycle, Play Vehicle
As defined in Wis. Stat. § 340.01(5).
Bicycle cage
A covered, locked, and shared bicycle storage unit constructed of fencing material or some other enclosure and some form of bicycle rack. The unit provides security for bicycles.
Impound
The process of removal of abandoned or improperly parked bicycles.
Bicycle locker
An individual bicycle storage unit that is constructed of waterproof material with a secured locking system. The unit provides security for bicycles from weather and theft.
Bicycle rack
A shared storage unit constructed of steel, to which bicycles can be secured. Bicycle racks may be located outside or within a shelter.
Impounded bicycle disposal
The process of transferring impounded, abandoned, or improperly parked bicycles that have been unclaimed for 60 days to UW Surplus With a Purpose (SWAP).
Scope:

Faculty, staff, students, and visitors who park bicycles on campus. 

Policy:
  1. Bicycle racks are the property of UW-Madison Transportation Services and may not be installed or relocated without authorization.
  2. UW-Madison Transportation Services provides bicycle racks for the convenience of cyclists and other authorized users on campus, but is not responsible for the theft, damage, or vandalism that may occur to property while parked on campus.
  3. Bicycle racks may be used by bicycles, electric bicycles, motor bicycles, electric scooters (E-scooters), electric personal assistive mobility devices (EPAMDs), bicycle trailers, and play vehicles that are not capable of speeds of more than 20 mph.
  4. UW-Madison Transportation Services provides bicycle racks for the convenience of cyclists on campus, but is not responsible for the theft, damage, or vandalism that may occur to bicycles while parked on campus.
  5. UW-Madison Transportation Services may impound abandoned property from campus bicycle racks to maintain adequate parking capacity and campus aesthetics.
  6. UW-Madison Transportation Services may impound improperly parked bicycles and other devices from campus locations.
    • Improperly parked bicycles/devices include a bicycle/device secured to a tree, shrub, or any object other than a bicycle rack, bicycle cage or bicycle locker. A bicycle/device blocking or impeding a building entrance, a fire lane, an evacuation path, an ADA route, a pedestrian walkway, snow removal activities, vehicle access, or the loading or unloading of persons or property. 
  7. UW-Madison Transportation Services may tag and then remove devices parked at bicycle racks for construction purposes, upgrades, or space management, offering 3-days’ (72 hours) notice, whenever possible.
  8. Campus construction projects requiring the displacement of bicycle/device parking must notify UW-Madison Transportation Services a minimum of 5 business days before bicycle racks need to be cleared of bicycles for construction purposes.
  9. Bicycle racks will be installed near the entrances to university buildings wherever possible, in line with university standards regarding both number and type of bicycle rack.
  10. A limited supply of covered bicycle parking will be provided, as possible, using available space in parking ramps, under building overhangs, and designated bicycle shelters.
  11. Bicycle lockers or cages are available for rent on an annual basis to current UW – Madison and UW Health employees. The 21 N. Park Street bicycle cage is also available to students. Current customers will be sent an offer for annual renewals and must accept and select a payment method before the deadline date. Customers who pay by payroll deduction are automatically renewed and must submit a parking cancellation form (found on transportation.wisc.edu) to decline. 
    • Customers may place their name on the waitlist for a bicycle locker or cage online by visiting the UW-Madison Transportation Services website. Customers may only be on two waitlists for bicycle lockers or bicycle cages. Waitlist requests are accepted throughout the year and offers are made as space becomes available. 
  12. Restrictions
    1. No bicycle/device parking or storage is allowed in campus buildings, on sidewalks, driveways or in motor vehicle parking spaces, except in areas designated for that purpose, or as authorized by university housing policies. See UWS 18.08(3).
    2. Limit one bicycle locker or bicycle cage space per customer.
    3. Bicycle locker keys must be returned within two weeks of cancellation, or the customer will be assessed a lost key fee.
    4. Non-renewing customers (assignments expiring on August 31) must return their bicycle locker or cage key by the designated date or they will be assessed a lost key fee.
    5. Customers should not use power outlets in parking facilities to charge personal devices, including electric bicycles.
    6. Play vehicles capable of speeds of more than 20 mph, moped, and motorcycles may not park at bicycle racks on campus.
    7. Non-allowable devices may be impounded immediately.
    8. Users of play vehicles must obey all state laws and this policy does not supersede state law regarding those devices.
