University Policy

Rationale/​Purpose:

This policy defines the qualifications for accepting and submitting payment for UW-Madison Transportation Services products and services. 

Scope:

Faculty, staff, students, contractors, visitors, and employees of affiliated agencies.

Policy:
  1. UW-Madison Transportation Services requires all citations, fees, and outstanding balances to be paid prior to applying for, accepting, or purchasing any permit.
  2. Eligible customers may use payroll deduction from an affiliated agency to purchase products from UW-Madison Transportation Services.
    1. Products eligible for purchase using payroll deduction include afternoon permits, annual base lot permits, bicycle lockers/cages, business alternate permits, moped permits, motorcycle permits, night permits, park and ride permits, UW Accessible annual permits, and bus passes.
    2. UW-Madison Transportation Services reserves the right to require payment in-full for all products and services for which it is unable to collect a payroll deduction.
    3. All UW-Madison payroll deductions will be withheld pre-tax. UW affiliates will determine payroll methods and taxation for their employees. The number of deductions withheld will be 18 or 24, based on the payroll status of the permit holder.
    4. Two consecutive missed payroll deductions for any reason may result in the cancellation of parking if payment is not received.
    5. Three or more payroll deductions missed for any reason may result in the permanent revocation of payroll deduction eligibility. In order to maintain the parking assignment, the full amount due for the permit will be due immediately upon revocation of eligibility for payroll deduction.
    6. Customers on a leave of absence are required to submit monthly payments by the first of each month to hold their parking assignment while off of the payroll system. Customers preparing to take a leave of absence must contact Business Services in UW-Madison Transportation Services to determine required payment amounts and payment methods.
    7. Parking assignments and payroll deductions are cancelled on the date all permits are returned to UW-Madison Transportation Services.

  3. All UW-Madison Transportation Services customers may pay for products and services using a major credit card (Visa, Mastercard, Discover, American Express). 
    1. Credit card payment will be accepted for the amount due only. UW-Madison Transportation Services will not provide cash back to a customer. 
    2. Credit card payments will not be accepted via email or postal mail. UW-Madison Transportation Services supports submission of payment for permits or citations through the online services secured webpage, in-person at any of the UW-Madison Transportation Services’ offices, or by telephone. 
    3. If the credit card company refuses to submit payment, UW-Madison Transportation Services reserves the right to cancel the product or service purchased by the customer, unless payment in a different format is received in full upon notice of the failed payment.
    4. If the credit card company refuses to submit payment on citations, further enforcement action may include late fees, suspension fees, suspension of license plates, and referral to a debt collection agency. 
    5. If the customer disputes a charge with their credit card company and the charge is reversed, UW-Madison Transportation Services reserves the right to cancel the product or service purchased by the customer and/or pursue further enforcement actions on citations (as listed above). Customer disputes to charges through their credit card company that result in mediation or arbitration fees will have those fees assessed to them by UW-Madison Transportation Services in addition to any outstanding balances created by the credit card dispute. Repeat disputes of credit card charges to UW-Madison Transportation Services may make a customer ineligible to purchase future products or services from Transportation Services via credit card. 
  4. All UW-Madison Transportation Services customers may pay for products and services using cash or personal checks. Cash is not accepted at all locations. 
    1. UW-Madison Transportation Services does not accept two-party checks. 
    2. Checks will only be accepted for the exact amount due. UW-Madison Transportation Services does not provide cash back to customers. 
    3. UW-Madison Transportation Services requires cash or credit card payment for all non-sufficient fund (NSF) checks received in payment for products or services in addition to assessed NSF fees.
    4. UW-Madison reserves the right to refuse bills larger than the $20 denomination, based on available cash reserves and available cash in a register drawer. 
    5. A maximum of $2.00 may be paid in coinage that is unrolled. Rolled coinage will be accepted up to a total of $10.00. UW-Madison Transportation Services reserves the right to refuse excess coinage as payment for any product, service, or citation.
