University Policy

Rationale/​Purpose:

The purpose of this policy is to outline the membership requirements and expectations related to the operation and use of University Recreation & Wellbeing (Rec Well) facilities, programs, and services.

Definitions:
Guest
Individuals invited to participate or spectate in Rec Well facilities and programs without a membership
Minors
A person under the age of 18
Program
Class, course, instruction, competition, training, or other organized function run under the direction of Rec Well
Rec Well Facilities
Buildings and spaces operated and controlled by Rec Well. Click Here for a full list of facilities
Rec Well Leadership Team
Full-time Rec Well staff on the Director’s Team and Associate Directors
Rec Well Members (Members)
Individuals with a valid paid Rec Well membership. Including:
  • UW-Madison Student: Enrolled in the current academic semester (fall, spring, summer)
  • Seasonal Student: a UW-Madison student not enrolled in the current academic semester at UW-Madison
  • Campus Affiliate: UW-Madison alumnus, emerit, faculty, retiree, or staff
  • Household Youth (HHY): a minor (age 3-17) whose legal guardian is a Rec Well member
  • Community: any other individual
Rec Well Staff
Full-time, part-time, and student employees trained to manage facilities and programs for Rec Well
Scope:

All individuals using University Recreation & Wellbeing facilities or engaging with Rec Well programs.

Policy:
  1. To be eligible for a University Recreation & Wellbeing (Rec Well) membership, an individual must meet either the conditions of student membership or another membership category
  2. Facility Access
    1. All members must present valid UW-Madison (Wiscard) or Rec Well identification to access Rec Well facilities in compliance with UWS 18.08(5)
    2. Members are provided a maximum of six courtesy passes per academic semester (Fall, Spring, Summer) across all Rec Well facilities; should they need to access a facility without required identification
    3. Members and guests must:
      1. Be at least 18 years of age (unless a UW-Madison student) to enter Rec Well facilities without accompaniment of a responsible adult
      2. Only use designated entrances and exits for Rec Well facilities, in compliance with UWS 18.07(3) and UWS 18.08(6), except in the event of an emergency
    4. Minors
      1. Access for minors is limited to family hours at Rec Well facilities and hosted Rec Well youth programs
      2. Minors must be accompanied by a responsible adult, unless attending a Rec Well youth program
      3. Minors aged 3-15 are prohibited from using strength and fitness areas and equipment
    5. Animals, including pets, are not allowed in Rec Well facilities with the following exceptions:
      1. Animals approved under UWS 18.08(1)
      2. Emotional support animals approved under UW-148
      3. Service animals under UW-145   
  3. Conduct
    1. Rec Well members and guests:
      1. Will conduct themselves in compliance with all applicable:
        1. Federal, state, and local laws and regulations
        2. University policies
      2. Must adhere to all posted rules of Rec Well facilities
      3. Will comply with reasonable instructions given by Rec Well staff
      4. Will wear clean and appropriate athletic attire for the activities being conducted
      5. Must remove their belongings from the facilities after use
      6. Will immediately report any of the following occurring within a Rec Well facility:
        1. Injuries
        2. Anything that poses an immediate safety threat
        3. Blood on surfaces
    2. Prohibited in Rec Well facilities:
      1. Use of a facility under the influence of alcohol or illegal drugs
      2. Any form of tobacco
      3. Use of facilities for paid instructing, coaching, personal training, or fitness classes by those other than Rec Well staff
      4. Photos or videos:
        1. That interrupt, cause discomfort, or are a nuisance to others
        2. In a restroom or locker room, in accordance with 2007 Wisconsin Act 118
        3. Of minors or youth programming
      5. Strollers and stroller wagons
      6. Martial arts equipment, unless used during a Rec Well sponsored or supervised practice or event
      7. Sound amplification, unless approved by Rec Well full-time staff
      8. Food, unless approved by Rec Well full-time staff
      9. Beverages, unless in a sealable shatter-proof container
      10. See-through garments
      11. Attire that could cause damage to equipment
      12. Street shoes, backless shoes, clogs, or boots
      13. Cleats or spikes within indoor facilities
      14. Metal cleats on synthetic turf fields
    3. Intramural participants must follow all rules and regulations outlined in the Intramural Sports Handbook
    4. Sport club members, participants, and advisors must follow all rules and regulations outlined in the Sports Club Handbook
  4. Space Use
    1. In spaces designated for specific activities, priority is given to the activity for which the space is designated
    2. Food cooked or prepped in the teaching kitchen must be consumed in the teaching kitchen
    3. Equipment Check Out
      1. A valid UW–Madison or Rec Well identification card must be presented to check out equipment
      2. Equipment must be returned the same day it is checked out and at the same checkout location
      3. If equipment is returned damaged beyond normal wear and tear, an equipment replacement fee will be assessed
      4. Late equipment after 3 business days will be assessed an equipment replacement fee
      5. Unpaid equipment replacement fees after 7 calendar days will result in a suspension from Rec Well facilities, programs, and services
      6. Unpaid equipment replacement fees after 14 calendar days will result in a hold on the student’s account
    4. Reservations and Rentals
      1. Reservations and rentals for a space take precedence over any non-reserved use of a space
      2. Space cannot be reserved/rented for anything other than an activity for which it is designed, as determined by Rec Well staff
      3. All reservations/rentals must follow requirements of the reservation/rental agreement
      4. Reservations Only:
        1. Groups larger than three individuals must reserve a multipurpose room or racquetball court prior to use
        2. Reservations may be canceled at any time at the discretion of Rec Well staff
      5. Outstanding Rental Balances
        1. Groups with an outstanding balance that exceeds 30 days from the date the invoice was sent are not allowed to rent/reserve space until the outstanding balance is paid in full
        2. Groups whose outstanding balance exceeds 90 days from the invoice date are denied future use of Rec Well facilities
  5. Consequences for Non-compliance
    1. Failure to comply with these policies may result in a suspension, the length of which will be determined by Rec Well full-time staff
    2. Rec Well full-time staff may forward violations of this policy and affiliated incident reports to appropriate investigative and disciplinary authorities (e.g., Office of Compliance, Office of Human Resources, Office of Student Conduct and Community Standards, University of Wisconsin Police Department)
